The modern civil state referred to in the constitution

It is a state that preserves, protects and develops all members of society regardless of their national, religious or intellectual affiliations. There are several principles that should be available in the civil state, and if one of them is missing, the conditions of that state will not be fulfilled, the most important of which is that the state is based on peace, tolerance, acceptance of others and equality in rights and duties, as it guarantees the rights of all citizens, not as a gift from the ruler, but as a right of his duty to preserve it.
One of the most important principles of a civil state is that no individual is subject to a violation of his rights by another individual or party. There is always a supreme authority that is the authority of the state through legal mechanisms that individuals resort to when their rights are violated or threatened to be violated. It is the state that applies the law and prevents the parties from applying forms of punishment themselves.
One of the principles of the civil state is trust in the various processes of contracting and exchange, as the civil state does not have arbitrariness or revocation of contracts in favor of one group after another.
The civil state is characterized by equal opportunities for citizens on the basis of declared principles, as well as faith and the application of the principle of citizenship, which means that the individual is not known by his profession, religion, territory, money or authority, but is defined by a social legal definition as a citizen, that is, he is a member of society with rights and duties. It is equal to all citizens.

One of the most important principles of the civil state is that it is not established by mixing religion with politics. It also does not hostile or reject religion, although religion remains in the civil state a factor in building morals and creating the energy for work, achievement and progress. What the civil state rejects is the use of religion to achieve political goals, which is inconsistent with the principle of pluralism upon which the civil state is based, and this matter may be considered one of the most important factors that transform religion into a controversial and controversial subject and to interpretations that may distance it from the world of holiness and enter it into a world narrow worldly interests.
The civil state is also characterized by the principle of respect for the law and democracy, which in essence prevents the state from being forcibly taken by an individual, an elite, a family, or an ideological tendency.
Authority is exchanged in it within a framework of individual freedom of expression, candidacy and election, and all its institutions are placed within the scope of accountability, and the executive, supervisory and judicial powers are balanced in it, so that no authority overpowers another.
As for why we want a civil government with the definition I mentioned, it is because the rotation of power, the oversight of state institutions and the balance between powers is the protector of individuals and their rights mentioned in the constitution. The possibility of alternation of power puts each ruler before the moment when he abandons the ruling and the account of the masses. Yes, there are dictatorial regimes that have achieved developmental breakthroughs, but they are the exception, and the utopia of the just dictator who, despite his perpetual rule, is not consumed by the intoxication of power and thinks that he is above the law is unstable.
Whoever reads history does not get lost, and human society in its different geography and cultures, but its basic needs for progress are common, and also the factors for its success or failure are compatible, and history says that all the factional systems that prevent the transfer of power directly or indirectly, no matter how accomplished in moments, are like those who build A sand castle on the beach, which ends in violations of freedoms, coups, wars, revolutions or assassinations that destroy what has been accomplished and bring the country back to ground zero again.
A country has not achieved arithmetical achievements as Hitler did in Germany, as he was the owner of the largest industrial, economic and military renaissance during the first half of the last century, but the situation ended with him and his state in ruins.
Even after World War II, the German citizen in the western part after the war was the same as the citizen in the eastern part, and the Korean citizen in the southern part was the same in the northern part, except that he excelled by 100% in the western and southern cases, and failed by 100% in the eastern and northern cases. Although the genes and mentality are one here and there, the factors of success and failure are the same, natural resources and human wealth, the management style was different in all respects.
There are many examples between the strength of the Soviet Union and its collapse in Eastern and Western Europe, and everything we used to read about President Tito’s rule and the division of his country and its inhuman civil wars after his departure, and Nehru, which ended in India to be one of the major powers under a democracy he chose Nehru and the dictatorship chosen by Pakistan.
There are many examples in Africa, whose country became independent and under military or religious rule for most of its countries. It collapsed economically and was defeated culturally, and famines, civil wars and corruption spread.
I will not talk about Egypt, and its missed opportunities by continuing the regime with the same philosophy, waiting for different results. Japan chose after the World War and completed its path towards a full civil government, while Egypt fell under the continuous factional rule in various forms, so Japan made its renaissance, and Egypt faltered and we were in the same place with greater resources.
The Egyptian army stood and answered the call of its people on June 30, to rid the country of the religious factional Brotherhood rule, but we do not forget that the Egyptian people stood with their army and responded to its call, after its horrific defeat of 67. If not for the cohesion of the army and the people throughout the history of Egypt, we would not have stayed, and we would not have become Everything around us refers to that.
Egypt is now at a crossroads, after two revolutions, and we succeeded in approving a respectable Egyptian constitution that clearly defines the identity of the state and the method of governance as a modern civil state. The fifth that says
The political system is based on political and partisan pluralism, the peaceful transfer of power, the separation and balance between powers, the correlates of responsibility with authority, and respect for human rights and freedoms, in the manner set out in the Constitution.
The preamble to the constitution says:
“We are now writing a constitution to complete the construction of a modern democratic state, a government.”

I shout as a politician, I only have my voice, and I believe as a reformer, I only own my pen and my public work in my civil associations. Sustainability of development and progress is linked to the participation of everyone, not a group of the people, and to building everyone’s capacity to be positive partners in a modern civil state, as the constitution said, which must be respected, and development may be Humanity, education and culture are the entrance and the opportunity to save.
